Tribute or fate. The Shah of Mazandaran refuses; Rostam writes a second letter.

Keykâvus nâme-ee be shâh-e Mâzandarân nevesht tâ pâdshâhee-ye Keykâvus râ bepazeerad va be oo bâj bedahad.
Kay Kāvus wrote a letter to the Shah of Mazandaran demanding he accept Kāvus's rule and pay him tribute.
«وگرنه به سرنوشت ارژنگ و دیو سپید دچار میشوی.»
«Vagarnâ be sarnevesht-e Arzhang va Deev-e Sepeed dochâr meeshavee.»
"Otherwise you will share the fate of Arzhang and Deeve Sepeed."
نامه را مهر زد و برای شاه مازندران فرستاد.
Nâme râ mohr zad va barâ-ye shâh-e Mâzandarân ferestâd.
He sealed the letter and sent it to the Shah of Mazandaran.
شاه مازندران وقتی نامه را خواند و از مرگ دیو سپید و ارژنگ آگاه شد، خیلی ناراحت شد.
Shâh-e Mâzandarân vaghtee nâme râ khând va az marg-e Deev-e Sepeed va Arzhang âgâh shod, kheylee nârâhat shod.
When the Shah of Mazandaran read the letter and learned of the deaths of Deeve Sepeed and Arzhang, he grew very troubled.
شاه مازندران پس از سه روز پذیرایی از فرستادهی کیکاووس، به او گفت:
Shâh-e Mâzandarân pas az se ruz pazeerâ-ee az ferestâde-ye Keykâvus, be oo goft:
After three days of hosting Kavoos's envoy, the Shah of Mazandaran said to him:
«برو به کاووس بگو که سپاه مازندران از سپاه تو بزرگتر و بهتر است. ایران را با خاک یکسان میکنم.»
«Boro be Kâvoos begoo ke sepâh-e Mâzandarân az sepâh-e to bozorgtar va behtar ast. Irân râ bâ khâk yeksân meekonam.»
"Go tell Kavoos: the army of Mazandaran is greater and better than yours. I will level Iran to the dust."
فرستاده برگشت و نامه را برای کیکاووس و رستم خواند.
Ferestâde bargasht va nâme râ barâ-ye Keykâvus va Rostam khând.
The envoy returned and read the letter aloud to Kavoos and Rostam.
رستم گفت: «باید من یک نامه بنویسم و ببرم تا آنها از من بترسند.»
Rostam goft: «Bâyad man yek nâme beneveesam va bebaram tâ ânhâ az man betarsand.»
Rostam said: "I must write a letter and carry it myself, so they will fear me."
در نامه نوشتند که اگر تسلیم نشوی، از دریا سپاه میآورند.
Dar nâme neveshtand ke agar tasleem nashavee, az daryâ sepâh meeâvarand.
In the letter they wrote that if he did not surrender, they would bring an army by sea.
